To me, it looks like coloring, shading, and shape design. Unfortunately I can’t help you much with the first 2, but when it comes to shapes, he basically simplifies human anatomy in a way that’s pleasing to the eye. Mike Matessi’s Force: Dynamic Life Drawing for Animators has an excellent section on this that I’ve uploaded a page from. Basically, know your anatomy well enough and you should be able to simplify the body into appealing shapes the way Harada can. Try it yourself by tracing that drawing you uploaded, but rather than going line for line, break her body down into simple shapes and see if you notice a pattern. You can also try it on real life figures as well as your own drawings.
