Everybody goes about it differently, but if say, you're drawing a portrait. You want to spend time measuring and constructing.

Make a light or mental tilt line, it's your gestural guide for the placement/tilt of the head. Best to start with finding your center and measuring to find the contours, common denominators. There are a lot of ways of going about it. Nose is usually the most centered placement of the face. Check out Kevin Chen and Hampton's demonstrations to see how they divvy up the proportions. This immensely helped me and a lot of other people. Of course I try to take measurements first. Hampton actually has a great section about the hierarchy of the face.

The face is 2 major parts.
-[1/2 = top of brow to bottom forming plane of nose]
-[2/2 = bottom of nose to bottom of chin/mandible]
--Bottom part of face is 3 major parts. [1/3 = bottom of nose to mouth opening] [2/3 = opening of mouth to top of chin formation][3/3 top of chin to bottom of chin/mandible]

The head itself you can just use the loomis construction methods or carefully measure on your own, with observation, common or reoccurring sizing and important landmarks.
