You weren't drawing for 4 years.
you were slacking for 4 years.
You have an inherent lack of discipline and i'd wager you have a short attention span as well, and i doubt Art is the only aspect of your life it affected badly.
Learn Self Discipline and You'll learn to draw.
Download all the material you need, then turn off your internet, keep your phone away from you, and study what you downloaded for at the very least 1 and a half hours at least 5 times a week, this bare minimum if you want to see actual progress.
You could do this, or you could keep crying and making pointless threads like this one.

If you don't know what you should practice for the day just do a portrait.
Regardless of your level you will always come out having learned something new or gotten better at something after studying a portrait.
I recommend drawing bartok, simple clean features and all the challenge is placing them right on his skull.

chin is too angular and not aligned with the nose properly, move it a little to the left and make it flatter.
Mouth is a little too high and the lines you did for the lips are too bold, coupled with the exagerrated eyelashes; you made him look like a cocksucking faggot. move the mouth a little lower and instead of drawing in the lips just shade them them in, go a little soft on the lower lip.
also that tuft of hair on top is not working. you're clearly going for a blend of realism so the joey wheeler hair isn't going to fit.
