You can either paint the blacks and leave the white of the paper or cover everything and go back over in white. I prefer the first for traditional and digital but sometimes in digital I'll paint over the black. I find the painting the whites often ends up looking too busy or over-designed along with repetitive patterns. Leaving white of the paper lets it feel more organic. In traditional, the white paint like manga ink, gouache, or white out never looks that great.
