Pixel art is no more than low resolution art.
Generally speaking, when each individual pixel is important due to its large coverage of the entire piece.

On the right is my rendition of sue from cave story. Same 250 scaled to 750.
On the left is the same piece but I dropped the resolution to 50x50 and redrew the face for clarity and added highlight, then scaled again.

Both represent pixel art. Both are exhibiting importance at a per pixel level.
