Not really.
Making Comics by McCloud has some "rules", but they're really basic, like these:
Avoid tangents.

Stick to one action for panel.
Follow the 180 degree rule.

The point is to make the reading as easy as possible and to avoid confusion. As long as you do it, you can do anything you want.

Then American Comics, Bande dessinèe and Manga have each their own "traditional" paneling, but the best way to learn it, it's to read comics.

Bande Dessinèe for example are slightly bigger than comics, so traditionally they have more panels for page and there is a lot of space for backgrounds.
