Both of these are very true.
The best way to keep in tune with your skill is to either do something every here and there or think about art/look at others artwork and maybe imagine art project ideas in your head. So long as you keep the anticipation of doing artwork eventually,you'll retain most of your skills. I go to work and go to school,but i still try to get some work in every time i have some free time. There isn't a specific time frame,and might sound like a idealistic hippy or something but as long as you keep thinking creativity,you'll still have it. Just don't completely forget about art,and have it somehow be a part of your living routine. If you're a serious artist,you'll know how to make time for yourself. If you really can't make time for yourself,you can easily just study all your basics to stay refreshed.

>TL;DR don't completely stop working on art,make it a part of your routine in some way,shape or form. (doodle some shit,challenge your creativity)
