i know one specific program that does this. TV paint. tv paint has a drying optoin that makes it act as one and blends the strokes however hes wrong about it being an issue or it sucking as it doesnt have the option. youre suppose to blend with pen pressure, if your strokes can go from low opacity to hard opaque in one stroke, you will not be able to blend unless you overlap strokes a lot which is not a big deal because u can still blend. preferably i paint with drying i dont like blending with one stroke because its not as controllable and quite frankly none of the pros paint without that kind of drying that allows you to paint with overlapping strokes. literally look at any high res digital painting you will see overlapping.
