Really the only ways in which art improvement is made is by studying that which you wish to work towards (so for example if I wanted to make something have an existence in 3D space I would collect plenty of examples of art that have that presence. In this way, I collect good items for my visual library and references that I can refer to while making art to ensure that I am on the right path, so to speak).

And fundamentals, to support this endeavour (so for example if my interest was geometric I would study still life -- so for example drawing spheres, pyramids and how they are shaded under different lighting conditions) and values and colour (to fill my objects with that colour). I think the most useful resources for these are How to Render: The Fundamentals of Light, Shadow and Reflectivity (which teach you how to shade and colour such that it looks as it should. Because some objects might have different materials for instance) and Colour and Light by James Gurney which can be skimread in an hour and a half, which supports how to create the illusion of form in the context of different lighting.

There are also plenty of good pixel art tutorials floating around, for example this one that I saved. Because pixel/sprite art tends to be quite stylised, you might need to pare back your knowledge of light/colour/rendering back as necessary to achieve the correct look which is easier to do with references as it won't necessarily exist in your mind.
