I had this idea swimming around my head. Take it as a hypothesis, but I think the issue, assuming you're talking about drawing girls and making them look anime-pretty, is that Western folk do two things: They draw more details, and they try to make the faces too "different".

While there are Western examples of anime inspired art that are just completely off, the two above listed are some of the easiest tells about whether the artist is Japanese or not. They'll focus on details that Japanese artists would usually ignore, and in addition will round things out where a Japanese person would draw the object more angular. They will try to add more character and flare to the figure, which can very, VERY easily break anime prettiness and result in a character that looks ugly.
