When I colour digitally I either have used cell shading or just painted with gouache
All rendering is based on two values. If you can break down lighting in to two simple values then you have a solid base.
It helps to get the general colour of the background first decided on as it looks weird for something all lit up in darkness.
Cell shading I just do flat base, then poly select and fill with another darker value (but not with black) then add highlights. Simpler the better
With full colour, never mix black in to make something darker unless there is a hard cast shadow there or something. Use dark blues or purples or reds whatever works for the feel you want.
Highlights are very important to add a feeling of form. But don't overdo it.
Painting I do sort of the same, base colour, then I add some reflected light. Say if I had a warm or cool hue coming from somewhere I add that first a little, then I add strong shadow value, then I go to the intermediary values. And then just play around with shit. Painting can be quite imprecise.
My painting isn't so good and I don't do it much however.
