in that case, again, are you saying the other guy knows how to draw anime/manga? because in my eyes they're both just trying.

first off: i would normally not use words like incorrect or inoptimal when it comes to just drawing anime. those should be reserved for more technical aspects like anatomy or perspective. i only used them since that other guy did.

As for critique, there isn't much to be said other than study a lot more. not only the shape of the head but also how everything connects together.

don't allign the eyes on a curved surface like that. yes, people draw a spheres and such to simplify the head, but the face does not actually lie on such a curved surface.
and that profile is quite bad, work on that a lot more.
i think the bottom and the top row are okay, but there are small alignment issues here and there which end up being crucial.
the mouth is often placed without regard for the rest of the features.
but then again a lot of these can be stylistic choices if you want them to be.

this is impossible to achieve unless you understand the structure of every part and how they fit together.
study real human heads at least a little bit, that might help you gain a deeper understanding for the structure of heads in general.
