I've only used a Cintiq 13HD and it's so laggy, when you move the pen you can see the cursor a good 1 inch behind and this is just on Windows. If you have SAI set the stabilizer to S1-S3 and it's like painting like that.
As for parallax it's a non-issue when you calibrate, you can have the cursor anywhere, I like to set it so it's in front of the pen nib, so don't click right on the center of the crosses unless you want the cursor behind the nib.
