When you get bullied and/or rejected for whatever reason as a kid there's a high chance for you to isolate yourself and pick up a creative hobby to cope until you become better adjusted to society (or not lel). Ask around and you'll realize that a lot of artfags had a somewhat lonely childhood.

First thing... Read a lot, watch series/movies/animes/whatever you know are good. Try to analyze what makes scenarios and characters work, learn about tension buildup and payoffs, how to properly introduce things, etc.
You could get on /lit/ to ask for people's opinion regarding that matter, /ic/ doesn't know how to write and is creatively bankrupt.
