You should do what others have said and build that vis-library, but in the meantime it would help to just know different garment types and their variations. Then you can customize from the base up without relying too much on reference.

You can apply pic related to women's clothing. Men's styles are more subtle in design changes and the changes tend to be more structural. For men, you either build on 3-4 existing styles or make some over-designed chuuniware. Good luck.

Also, an outfit itself is a composition. You really only want one piece to stand out and the rest can be simple, solid colored clothes.
