Would love to see the rest of the illustration. I think you're at a point where you should do the background into what you want it to be and merge this guy into it so you can start messing around with his edges compared to the snow and trees. Obviously you'd want to bring the rest of the characters in your scene to this level before doing this.

Some things still look flat, like the horn on his head and the rod he's holding but that's okay since you're not quite done with this. I guess this is supposed to be an overcast day so you should really put some nice ambient occlusion on him and get rid of those cast shadows on parts of his jacket (unless there's actually a proper ligh-source somewhere).

Might be interesting to fuck around with the BG so some of the trees get some really hard light through the clouds to bring the focus to the area where you want it.

Another thing you might want to focus on is overall tone. Like, everything doesn't have to be the local color. You really should merge the whole thing, do a color overlay or something and treat this as your underpainting. Anyways, that's how I'd approach it but I dunno. I'm just a fucking dickhead.

Was just about to post this. I had the fucking file selected! Somehow I really admire those European artists with their dark and toned down painterly stuff. I really like this dude called Maxim Verehin and obviously Peleng too.

Mullins is extremely skilled but when it comes to style I always admire the painterly shit more. I think the #1 spot should be split into categories like:

Industrial design:
