Yeah, sure. I actually drew those to answer the question. Here's some more examples with different eye designs that hopefully help with understanding it a bit better.
Also yes, basically having knowledge of the upper and lower eyelids and where the eye is facing can help you design an eye style and inform what other artists do for theirs. I suggest if you have a style you like, make a "style sheet" of the eyes facing different directions or even a whole turnaround to practice and you can use it as reference as you draw until you get used to it.
