Since you actually drew, I'll try to give advice >picel is a sketch so you can see if my thoughts are worth your time.

The quickest way to make these characters more appealing is to focus on colors and simplify the designs. Start with is hair. You're using too many little lines to imply strands. This ends up making the hair look dirty/unappealing. Focus on simplified shapes. Get rid of lines within those shapes. For the face, you mentioned you want all of them to look the same as they are clones/sisters or whatever so don't vary the face shape/design. Just change the expressions. You kinda did this with the first two the golf and the thief one on the top right but the rest of them have bland faces. For face shapes and hands I would recommend studying Van ripper he has a very simple cartoony nice style (Shane Glines or Bruce Timm are also good sources to draw from for simple attractive designs. You can also pull from anime depending on your tastes). One other thing You also really NEED to work on color grading. You want them to be blondies so I would make the background a cool blue to make them stand out more. The colors you choose are really bland and dead. It makes the characters look pale and sickly. There's also no variety in the type of blonde and since some of them have different hair colors there's no excuse not to create variability for this. Would highly recommend looking up a good pixel art color palette which has a variety of yellows. Example: https://lospec.com/palette-list/ansi-forlorn-64 You need to create contrast between saturations value and tone. I think for shading I would just forget it all together, stick with flats. Try studying samurai jack or the 2003 clonewars (I know samurai jack is lineless but it has minimal shading and might be good to study.)

This is normally something you would naturally fix over time as you get better at drawing but I would avoid drawing long noses/long faces on characters that are meant to be attractive.
