It's personal taste and if that anon wants to draw colored eyelashes, it's present and common in reality so he can do it.

Most anime tend to make it black but can be too striking on a fair skinned girl. Like here. The eyelashes are not black but a deep brown/purple color (and even fades to medium brown on the ends). It softens the facial features just a bit since the front girls are fair skinned and haired.

Point being, it's a preference and not a solid anime fact.
