In my personal opinion loomis is a terrible meme, he is conveying good and proper fundamentals but in a terrible way since he seems to be downright terrible at explaining things properly, so unless you already have a good grasp on things it will leave you more confused. A shitload of youtube videos doesn't tell me anything at all since there is a lot of both good and bad material out there.

-Never got too far into Michael Hampton's book
-Someone memed you into figure drawing being and end goal
Figure drawing is an extremely valuable tool but not an end goal. Think of it as a tool to solve the problem of what are you going to be drawing which will help you organize what you're looking at, its aim is to give YOU a rather clear sense of balance, volume and a layout for further refining the figure and build your anatomy upon in the next step.

I think you need to work on properly conveying volume on your figure drawing and solidify your anatomy and proportions.

Assuming anime. I recommend hitokaku for entry level simplified anatomy and construction, Pin2d for anime tips, Bridgman and Morpho (Simplified Forms) for more elaborate anatomy. Vilppu (figure drawing, anatomy and FEELING THE FORM). In doing these the more acquainted you become with fundamentals you will start to see a lot of overlap and start to form an understanding on it.

This might seem like a lot of material, all in all you gotta be smart and properly pace yourself, too little time and you will learn nothing, try to learn all of it at the same time and you will burn yourself out and retain nothing, the key is to have a constant and regular pace so it becomes habit.

Also last but not least, after you feel you've acquired a new understanding about something pick whoever might be your goal artists and try to use your new understanding to study them and try to dissect what they're doing and how they go about things. Hope this helps.
