before i say anything else. can you tell me why you want to be able to "tell"?
i genuinely don't understand. why this obsession with the person behind the artwork? did you think like this before AI became a thing?

obviously there is an aspect of marveling at the effort it takes to make something. but that just seems like spectacle to me.

when i admire artwork, everything i ACTUALLY admire is within the artwork itself. gesture, composition, values, colors,
of course i ultimatively also admire what you said, and that part will be somewhat lessened, but the THEORY of why a piece works is within a piece itself.
and it's that theory that artists study and learn from ultimatively.

you can appreciate effort, but is that the same as appreciating what makes art good?
the way i see it, if you take away the effort part and the art suddenly turns to shit, then maybe it wasn't that good in the first place. maybe it was only impressive in the context of how limited a human is.
