I always find style and design sense hard to explain, because it isn't based on strictly rational thought processes. It's deeply intuitive, and only informed by rational processes secondarily. So you can rationally train "fundamentals", but you can't train rationally "style" (meaning shape design here) to any real effect, though many instructors claim to teach it.
It's like...what are your tastes, what images stick out in your imagination over and over? Let that stuff bubble up and flow out of you. Learn to feel good in your mental laboratory. It does take time, but ultimately it's a long term game of associative memory.
I saw this image years ago and even though I never watched the show it's from, I never forgot the imagery of the character's teeth. In some sense, a tiny piece of it became a subsumed under my "style." Your Gengar pic reminded me of it. The Gengars also make me think of: piano keys, shards of glass, marshmallows, CalArts face, Jeffrey Alan Love's style, and more.
Association. Recall. Then practice and sketch, to see what works. Over a long time period (years). Build up a personal visual vocabulary.
