Messy line art is 100% a style, look up Hayashida-Q and Jorge Zaffino. It still takes skill to make it work though.

Also how are you coloring that line art?
That head shape (the chin, and what I think is the mouth) seem odd though, but it's a wip so I can't tell clearly.
