Getting "industry level good" and "getting in the industry" are different things. You're not going to believe me, and I'm not going to pmw, but I'm good enough to do work in some fields. The issue is the value proposition.
The vast majority of art jobs are self-evidently shitty - low-paid, repetitive, uncreative, volatile, unfulfilling all around. So you're working peanuts to do something you like, in a way you hate, to help materialize someone else's vision. It's insane to me most artists consider this worthwhile in their identity formation, let alone brag-worthy.
Of course there are guys like James Jean and Jamie Hewlett, but getting to that level requires a monstrous level of skill, connections, AND luck that you probably don't have. Realistically you're going be the nigga doing the background assets in a gacha game, tweening the key frames, or pandering to cumbrains on social media. Why would you want any of this? No one's ever acceptably explained it to me.

I'm only aware Roger Scruton's criticism in the haziest terms
I didn't make the Scruton comparison, but what I can say is there's a brand of cuckservative who basically short circuits at any art that isn't representational, drably "correct", or """beautiful""" in the Western classical-canonical sense
Art from other cultures and with goals other than faithful representation isn't "awful." Appeals to emotion and nationalism are not and have never been rigorous aesthetic arguments. Make an argument other than "duh, it no look like real person!!" Art has never been about representing reality 1:1 or even necessarily 1:2, can we stop this juvenile "point" already
If anyone really sincerely believed this, manga, comics, and animation enjoyed the world over by billions are fucked

This mentality is what I'm criticizing. The first step is not "developing skills," the first step is drawing. Actual simple straightforward drawing, not perspective exercises. You do just that for a long time and then slowly "work in" study of areas you're dissatisfied with.
It's almost impossible to explain to someone who doesn't just "get it", but essentially the sticky is retarded. Art =/= "fundamentals"
The so-called fundamentals are techniques you "add" to your art as you go along, like a spice

They will not and can not themselves ever produce anything except more fundamentals, so if you start with them, you'll keep making fundamentals, so to speak. It's like starting a meal with salt and pepper.
