>when does a piece of artwork have soul regardless of skill level?
An artwork has "soul" when you can get a glimpse of the creator's being through the artwork itself.
To have a soul is to be human. And to be human you have to expose yourself, expressing who you truly are...through your art.
It's like walking down the street naked. Everybody has the potential to create art that has "soul", but most artists are too afraid to expose themselves to the world out of fear of being judged.
Skill is not required to show who you are as a human. You just need to dig deep and reveal yourself.

That's why you draw as much as you can while having a job and hope one of your manga ideas become popular enough so you can do it fulltime.
Nobody on the internet expects professional-level art for your manga except you.
Drop your ego and simplify your artstyle so it doesn't take you weeks to draw a single chapter.
Maybe start with a simple short comic that's like 2-4 pages a chapter.
Look at the author of one punch man. He probably did his shittily drawn webcomic as a fun side-hobby until it suddenly became super fucking successfull.
Stop being a doomer and don't put all your eggs in one basket.
It doesn't have to be all or nothing.
