The biggest factor here (apart from from the drawing and rendering probs) is your understanding of design.

The pose doesn't make any sort of impression or giveany clue(s) to her character. Who is she? Why is she standing weirdly on those crates? Why is she looking at the viewer? What's her story? There's no storytelling elements in the pic except the sign underneath which only indicates that she's going to destroy the illuminati or something. But that doesn't indicate much.

Frankly design wise it's complete crap imo. It's seems to me that you either don't understand much about deign or don't apply what you know about design. For instance, you put put an ordinary looking cityscape in the bg with shit tons of light to match the foreground design but didn't put thought into the shape design of the building in the bg. Overall there's no unifying shape design going on. The designs seem to lack the power to generate interest & has no freshness.I'd suggest looking at artbooks & good character designs (even better if you could look at the scrapped ones)& think why they made certain design decisions. Look at pic related. Same design motif. Repeated & varied slightly in conjunction with miliray-esque design. Although these characters are of the same universe each one's design is unique, & the poses have individual personality.

Regarding painting, you don't need to paint every inch of shit. Look at Dave's Black Witch stuff. It's a pretty nice example that you don't need to paint & render everything. Even Brad Rigney who you tried to emulate last time doesn't do that. Right now it looks like you drew a very detailed stiff drawing. Painted/Colored over it.Then covered up the lines.

Ps. Hope that you don't post tuts that are supposedly "character design" tuts that are actually "how to draw/paint a guy wearing wearing cool armor with big guns". What I'm looking for design aesthetics, balance etc. related stuff. Not how to polish a lame design with cool effects.
