Well, I mean, sure, by literal definition.
Shadows are simply the absence of light. If something is completely hidden in shadow (100% absence of light), you cannot discern any texture, but beyond that, the surface on which a shadow is projected will have texture, and that texture would be more visible depending on how little/much light it's exposed to, right?
