I messed around a bit with the colors using hue and saturation sliders to give you an example of what I mean design-wise. Sorry that this is somewhat of a hackjob, but I'm on a friends laptop with only a trackpad.

In any case, I wouldn't advise making the scarf blue as well, that way it would blend into the hair which could end up looking strange.
(Black leggings and shoes aren't quite ideal either for that reason but oh well. I thought about doing pink boots but was worried that they might draw too much attention away from the face.)

Lots of clashing colors can look good in real life fashion, but in that case you should go for bright, saturated shades.
Honestly, I'm not sure if that wouldn't distract too much from her face in artwork. Maybe look up fashion references if you're set on going with that kind of clothing style?

Anyway, I hope this was helpful and not too overbearing.
