No, Medibang will not play judges before jump, medibang aren't editors or judges, they just host the contest and translate. whether the art is fair or the story is enticing is what the judges are for, they just host, translate, and remove submissions that do not fit the criteria (colored, off resolution, offensive, 18+, taken with a phone camera from a mathematics notebook...)
