Your shadows that close should be the darkest. You have them barely a couple of values darker than the midtones in the middleground, in the distance. In bright sun like that you'll have almost blown out highlights and deep, dark shadows, as the sun is directly overhead - the lighter values of the distance are from the atmosphere and glare.

This is where reference comes into play - it's not the scene you're drawing, but the conditions are the same. Not how the background values lighter than the shadows in the foreground.
