Part of moe is bringing character into the drawing. This just doesn't have any charm to it.

It seems like you got a little confused in how you want to portray her. The body language is pretty serious and straightforward, but it looks like she's trying to make a cute, friendly gesture. Figure out her personality then exaggerate it.
