When Rei17 used to use Sai she pretty much just use the Sai equivalent to the hard round brush. She didn't really use textures or even use any of Sai's special color blending or anything. It was pure skill

You can get the same type of brush in any program by enabling flow pen pressure and low brush spacing

The artist is Rei17. While she has moved on to CSP, she used to use Sai and the results were comparable. All she needed were the default round and flat brushes in Sai, and clipping groups.
