Disproportionally small legs contrasting huge upper body is used for cartoonishly strong, yet silly looking characters. It conveys a form of stability because their center of gravity is very close to the ground and it's been used virtually since forever in stylized cartoons and animation and is a staple of character design for this certain archetype.

If you don't even know this much about design, you really need to step up your game or you will never make it.
