/ic/ - Artwork/Critique

Hello /ic/, very beginner who previously couldn't even draw stick man here.
I am trying to copy the settei at left. I know eyes are not proportional and long but ignore that, I'll get there eventually.
Can someone explain (or link to something that does) how do I start drawing the hair please? Or should I draw her chin/face lines before starting to draw hair?
I have no idea about drawing hairs and stopping at the appropriate height so her head wouldn't look too weird. Maybe there is no single order artists use, but I want to have some help here.
