one more thing to add, I think the most important measurement for head drawing is the fact that the eyes are pretty much always halfway from the top to bottom. If the eyes aren't there, the head won't look realistic. You can move the eyes down to make the head more chibi and cute, or you can move them up to make the head more adultish / ghoulish, but it has to be done with a purpose.

After that, the eyebrows are always just a little bit above the eyes, and then the nose is halfway from the eyebrows to the chin. The bottom lip is halfway from the nose to the chin.

If you can get those measurements, you're set. After that ,just block in whatever shape you want for the head (square, triangle, oval, figure 8, etc), block in the front and side planes, then find the eyes, eyebrows, nose, and mouth. These measurements can be found in Vilppu's drawing manual and Araki's manga making book

I don't work using Loomis' process, but those measurements I pretty much always keep in mind.
