The coil inside the pen is stuck. You'll have to disassemble it, to free it. There's no active circuit inside the pen to short out, if it gets wet.
A wacom works with the interaction of the sensors on the tablet/screen and a copper coil that holds the nib. That's what's not moving, and why it's acting how it is.
