What he means is to have your active area be in shadow while the passive be in light, or visa versa. Also that value doesn't change depending on the angle how we like to think it does, pic related is how it actually works. So thinking like a comic book artist is the best way to go about it, just google 'notan' is you want to apply this to environments.
