That's why I used red lines to outline the head. Should I first sketch the form of the head and then add the rest of the parts?

I thought colors were good to distinguish each parts, what would you recommend?

I'm having trouble with recreating this image.
I guess I have a problem with more complex head, but I draw a circle as the head, then connect the anime jaw and all that, yet the drawing seems to extend more due to the veil and hair, making the sketching more difficult.
Does anyone know how can i dissect/sketch/draw this?
