Drawing circles and stuff is done to train our hand eye coordination and your ability to draw and recognize shapes. A good circle is a single confident stroke stroke, which if you practice will prevent you from "chicken scratch" drawing which is a thing many beginners struggle. The point is NOT to be able to draw perfect circle freehanded but to learn good control over the line you are creating. Second thing is because a circle is also a curve (obviously) and curves are used everywhere from defining the art of movement to the contour of a limb to the mouth to the eye.

If you wish to draw cartoons an important thing you need to understand is gesture and line of actions. Both are key importance to create the effect of movement. Since your goal is drawing simple characters instead of detailed and realistic things this fundamental is even more important but if you learn it it will pay great dividends in all fields of art where you are drawing anything that is in movement or expressing an emotion. Look at the characters look at their posture and the way they carry themselves there are tons of information communicated by just how they move or bend themselves. This is one of the key importance in what you are aiming to do. an you should dedicate a lot of practice to it.
