Your hearts in the right place, but you need to study more. Anatomy studies are good to know, but if you really wanna do the toony style, study rubberhose toons and then look at their variation. I can't go into detail, but the HHPuffyAmiUmi cartoon's art style is a variant of the upa style which is a variant of the 40s style which is a variant of the 30s style. So again, study anatomy, rubberhouse, and then study the cartoon's style
