Personally my process is:
1. Draw the name. In this case I doodled it with my mouse in thumbnails with every page being on one large canvas which I then copy/pasted each individual page into separate canvases to proceed. This is when the dialogue, the composition, the pacing and so on are decided.
2. Move on to a proper sketch, refining the composition and paneling, last chance for major changes. Just one layer, I try to make it rough but end up spending more time making it look nice than I mean to.
3. Ink, add tones, generally finalize. I basically just drop the opacity of the sketch layer then draw over the top of that. This is the step where I make new layers all over the place.

Dunno if this process is good, it's just what I did. I definitely feel like my sketches are more detailed than they need to be. I want to get much faster at every step of this process
I don't think it's worth worrying about multiple layers or anything like that in the sketch, because it doesn't matter if it looks pretty, it's only there for you anyway. For inking though, layers are very useful since it allows you to experiment with what you think looks good or not, and allows you to fix mistakes easily in the part of the process where those mistakes matter.
