If you're a lineart guy having trouble being able to see value/color shapes then, I would recommend trying to do your lines but to add value blocks in the way that you see in developing anime for value regions. Just being able to break something down into a few distinct value shapes is a good starting point. If you're an ink guy, maybe use a brushpen to create block-in regions to help you see a bifurcated value shape, then maybe add in gray if you feel comfortable with that. If neither of those are useful to you, maybe just take a reference image and try to imagine what the major shapes are of it, and then throw it into photoshop or whatever software will let you posterize it with low levels so that you can see the major shapes clearly and compare that to what you imagined.
