this. humble bundle currently has promotion as I recall, which is arguably the best pixelling program out there.

if you don't want to spend money download freeware. grafx2 is my suggestion, it's made for pixel art.

as for how to make pixel art, it requires knowing the fundamentals of all art and having a decent background in drawing. the few pixel-specific technique you'll need to know are covered here:
