Yes, absolutely, Loomis applies to everything but the face of anime characters, and to bend the rules to create good "innacurate" anatomy you have to know them first.
Take Yoshinari for an exemple. The LWA characters tend to bend the rules of anatomy a little bit, but to draw a figure that's still appealing you still have to know where the different muscles, articulations etc. are located else your characters won't even register as human.
By the way people say Loomis but you could also study Hitokaku, Drawabox or Hampton for example, whatever is the most appealing to you.
