Tracing advice is crabbing, they're trying to waste your time.
If you do this kind of mannequin in pic related you simply build the muscles on top of the bones. I start with the deltoids going between biceps and triceps, for the legs I draw the rectus femoris and the vastus lateralis then I attach the adductor in the inner thigh.
