If you look at the diagram on the first image of the book...you'll see that the distance between the Eye Level and the Ground Plane determines the camera's height. And the distance between the Ground Plane and the Station Point determines how far/close the camera is to the Picture Plane.

So, lets say you want your camera to be 8 feet tall and your units are measured in inches. 1in : 8ft
You would measure 8 inches from the EL to determine the GP.
Then you can determine how close you are from the PP. Let's say you wanted to be 15 feet from the PP...so you measure 15 inches from the EL to place your SP.
Your camera is 8ft tall and 15ft away from the PP.
