Focus more on the hair. Try to draw a plain shape in black (make sure it's not too big for the skull) and then add the strokes in a finer brush. Those singular strands are now too thick and too opaque. Consider giving them the same treatment as you did on the eyebrows, which are pretty nice by the way!

Aww but do add some delicate hues of beige on the clothes, maybe? This character is so cool, love her facial features.
