I think there are different kinds of evil. Another one of the Cardinal demons leads an invasion, captures humans and keeps them as pets, and makes parents choose which one of their kids he'll be killing because he thrives on human pain. (I almost picked him for this tournament but decided he was too serious a villain for this) Balkari helps with beating him up because he finds it disgusting - yet later in the story, its questioned whether despite this Balkari hasnt done more accidental damage than Kairos ever did on purpose.

I don't think its unreasonable to consider her neglect evil. But I also think there are aspects to keep in mind. Balkari never received anything but shunning, her demon nature makes vice to become something kind of automatic, and she comes from a time were killing was pretty normal. In her mind, if the killing was a result of her being enraged, they were looking for it, if they are collateral damage casualties, then it was an accident. There is definitely a lot of self denying and neglect too confront what she has become and how irrelevant and disruptive her life is.
