Mmh, in that case your priority might be making art more fun (since you do it in your free time) by putting on some upbeat music, taking it 10 minutes at a time & focusing more on "hey, I made something" rather than "this ain't Ruan Jia quality!"
But if you have more than three hobbies, maybe the time just isn't there? I cut out writing, chess and video games in favor of drawing.
