I'm not sure why flow confuses everyone. This is what you mean, right? Overlapping the same spot increases opacity only if you increase the pressure?
Just map flow to pressure in your brush settings.

I went over that big spot like 15 times with the same pressure on the same stroke. If I do another stroke of the same pressure it increases opacity.
